Julien Noel Rakotoarisoa is a Madagscarian government representative, National focal point for AFR100 for Madagascar, leading the development and implementation of the FLR national strategy. His current position is Technical Adviser to the Director General of Forests and the Secretary General of the Ministry of Environment, Ecology and Forest. He is also the national focal point for mangroves. And actually, he is a former Director General of Forests.
