Members of the donor community generally fine-tune their agendas based on the needs of countries and communities. These demand-driven agendas may be guided by and developed based on emerging issues, including blue carbon. Countries such as Norway, the UK, the USA, Japan, and Australia, among others, could be well positioned to support the implementation of REDD+ and NAMA , and by extension, the development and implementation of a blue carbon agenda.
