He was born in Tocache, in the Amazonian region of San Martin in Peru. He was mayor of the province of Tocache from 2003 to 2006, where he designed and implemented a strategy based on the eradication of illegal coca leaf cultivation for the alternative cultivation of cocoa and coffee, a strategy known worldwide as the “San Martin Miracle”. Since 2018 he has served as Regional Governor of San Martin, promoting a productive revolution through investments in the main value cRegional Government of San Martin, Peruhains of the region, strengthening innovation, technology and technical assistance in the field.
