Mr. Guillermo García has more than 20 years of experience in the formulation and implementation of Alternative Development strategies and substitution of illicit crops.
Economist, with a master’s degree in economic theory. He has been director of economic, social and environmental projects in UN Agencies. Previously, he was a professor at CIDER, the University of Los Andes, the Externado, the Colombian National University and ESAP. He has also participated as an advisor on Alternative Development policies in Thailand, Peru, Bolivia and Guatemala.
He has extensive knowledge of the rural situation in the Andean countries, with extensive experience advising on the design, implementation and evaluation of public policies related to economic development, rural development and illicit drugs.
