Cecilia Mbati

Ms. Cecilia Mbati is a senior planner at the Department of Physical Planning of the Ministry of Local Government in Zambia where she monitors the impacts of physical and developmental projects in Zambia. She has gained expertise at local level in the three planning authorities’ provinces Lusaka, Southern and Central Provinces and has participated in the preparation of Integrated Development Plans for several districts, mainly for the Kapiri Mposhi District located in the Central Province. Her work is to administer the law that guides the Zambia’s Urban and Regional Planning Act which is guided by the Urban and Regional Planning Act No 3 of 2015. Throughout her professional and academic career, Ms. Mbati has gathered experience in urban management. She has contributed to ensure that the right type of infrastructure is put in the right place including in spatial planning for effective and efficient development control, and project management and implementation.
