Frank is a national of Luxembourg and have obtained a Master of Science (MSc) in Biology from the University of Missouri-St. Louis, USA, focusing on vertebrate ecology in the caatinga ecosystem of Brazil in 2001. Prior to this, he completed a Graduate Certificate in Tropical Biology and Conservation at the same university and earlier earned consecutive degrees in biology from Université Paul Sabatier in Toulouse, as well as from Université Montpellier II.
Professionally, he has held various roles within Luxembourg’s public sector. From 2011 to 2023, he served as the Deputy Director of the Administration of Nature and Forests, where he coordinated regional services and oversaw compensation and authorization processes. From 2005 to 2011, he worked at the Ministry of Sustainable Development and Infrastructure, responsible for coordinating and developing national biodiversity plans and strategies.
Currently, he holds the position of Resident Representative for Central America and the Caribbean at LuxDev, the Luxembourg Development Agency.
