Armando Guio Español is a lawyer who graduated Magna Cum Laude from Universidad de los Andes (Bogotá, Colombia) in 2014. He holds a Master of Laws (LL.M. ’16) from Harvard Law School and a Master of Public Policy (MPP ’18) from the University of Oxford. From 2019 to 2022, he served as the Presidential Advisor for Artificial Intelligence in Colombia, where he led the country’s AI strategy. Armando also led the design of AI regulatory sandboxes for the governments of Chile and Brazil. An affiliated researcher at the Berkman Klein Center for Internet & Society at Harvard University, Armando is a member of the OECD’s Expert Group on Artificial Intelligence and Risks. He has advised numerous public and private entities on AI policies, data protection, and digital transformation strategies. His work spans various international organizations, including the World Bank, UNESCO, and the German Cooperation Agency, focusing on AI ethics and governance. Currently, Armando serves as the Executive Director of the Global Network of Internet Centers, a global academic network of more than 130 centers around the world working and collaborating on AI governance, quantum technologies policies, and digital rights.
